PBB, PPP and Garuda Withdraw Indonesian Election Law Challenge
Three parties outside Indonesia's parliament have withdrawn their Constitutional Court challenge to the General Election Law, citing planned discussions in the House of Representatives (DPR) on revising the law, Kompas.com reported on October 27, 2026.

Withdrawal confirmed in court
PBB, PPP and the Garuda Party confirmed the withdrawal at a hearing on Monday, October 26. Court Chairman Suhartoyo, who led the panel with Constitutional Justices Daniel Yusmic P. Foekh and M. Guntur Hamzah, said the court would record their confirmation.
The petition had been registered on October 20, 2026, as Case No. 392/PUU-XXIV/2026. It concerned both party verification and the parliamentary threshold used in allocating DPR seats.
The provisions under challenge
The parties sought a review of two provisions in Law No. 7/2017 on General Elections: Article 173, paragraph (3), governing political-party verification, and Article 415, paragraph (1), governing DPR seat calculations linked to the parliamentary threshold.
To illustrate their challenge, they pointed to PPP candidate Achmad Baidowi in the East Java XI electoral district. Despite receiving 359,189 votes, he did not win a DPR seat because PPP's nationwide vote total was below the 4 percent parliamentary threshold.
PBB's acting chairman, Yuri Kemal Fadlullah, and secretary-general, H. Ruksamin, filed as Applicant I. PPP chairman Muhamad Mardiono and deputy secretary-general Jabbar Idris were Applicant II, while Garuda Party chairman Ahmad Ridha Sabana was Applicant III. Lawyers from Ihza & Ihza represented the petitioners.
Court rulings set requirements for revision
The planned legislative discussions come against a backdrop of court-mandated changes. According to Kompas.id, Constitutional Court Decision No. 116/PUU-XXI/2023 requires the government and the DPR to revise the 4 percent parliamentary threshold for the 2029 elections.
A separate ruling, Decision No. 256/PUU-XXIV/2026, read on August 12, 2026, requires lawmakers to finish revising the Election Law before the 2029 election stages begin. Kompas.id reported that this requirement reflects the mandated separation of national and local elections starting in 2029.
Article 167, paragraph (6), requires election stages to start no later than 20 months before voting day. If voting takes place in February 2029, that deadline would fall in June 2027.
