Five Suspects Detained as KPK Completes BNPB Corruption Investigation
Indonesia's anti-graft agency has detained five individuals following intensive questioning of 14 people arrested in a sting operation at the National Disaster Management Agency, seizing cash, gold bullion, and savings certificates.

KPK Detains Five After BNPB Sting Operation
The Corruption Eradication Commission (KPK) has detained five suspects after completing intensive questioning of individuals arrested during a sting operation at the National Disaster Management Agency (BNPB) on Tuesday, October 13. The operation, which marks the 22nd such enforcement action by the anti-graft body in 2026, targeted alleged irregularities in procurement processes and disaster preparedness funds.
The five individuals departed the KPK's Red and White Building in Kuningan, South Jakarta, at 4:48 p.m. local time on Wednesday, wearing the commission's distinctive orange detention vests. KPK spokesperson Budi Prasetyo confirmed that investigators have designated several individuals as suspects while declining to identify them publicly at this stage.
These suspects will of course be detained, while those who currently hold legal status as witnesses will be released.
The sting operation swept across multiple locations in the Jakarta, Bogor, Depok, Tangerang, and Bekasi metropolitan area, resulting in the arrest of 14 people. Among those detained was Rustian, the Principal Secretary of BNPB, along with 13 others including commitment-making officials and private sector individuals.
Investigators seized substantial physical evidence during the operation, including approximately Rp1.4 billion in cash, gold bullion, and gold savings certificates. The operation focused on alleged irregularities in the procurement of goods and services as well as the management of ready-to-use disaster funds.
Under Indonesia's Criminal Procedure Code (KUHAP), KPK investigators operated within a 24-hour deadline to conduct initial examinations, hold case presentations, and determine the legal status of detained parties. Rustian completed his questioning on Wednesday afternoon and left the KPK building without wearing a detention vest, indicating his current status as a witness rather than a suspect.
We will provide further details later. What is certain is that these 14 individuals are currently undergoing intensive questioning at the KPK's Red and White Building in Jakarta, both from BNPB and private parties suspected of being involved in this incident.
Context of Anti-Corruption Enforcement
The BNPB operation represents the latest in an aggressive series of enforcement actions by the KPK throughout 2026. The anti-graft commission has conducted multiple high-profile sting operations targeting regional heads, Ministry of Agrarian Affairs officials, and education sector personnel. Just three weeks before the BNPB operation, investigators seized hundreds of billions of rupiah in cash stored in 20 suitcases during a separate operation.
Disaster Fund Management Under Scrutiny
The investigation unfolds against a backdrop of significant fiscal pressure on Indonesia's disaster response apparatus. BNPB's budget has declined sharply, falling from Rp4.91 trillion in 2024 to Rp2.01 trillion in 2025, and further to approximately Rp491 billion in 2026. Despite this reduction, Finance Minister Purbaya Yudhi Sadewa stated in September that the agency maintained approximately Rp950 billion in ready-to-use disaster funds.
The scrutiny comes at a critical time for disaster management in Indonesia. BNPB data shows the country recorded 1,730 natural disasters between January 1 and September 7, 2026, underscoring the operational demands on the agency and the importance of proper fund management. The Indonesian government allocated between Rp53 trillion to Rp60 trillion for disaster emergency response under the 2026 State Budget, according to State Secretary Prasetyo Hadi.
Institutional Response
BNPB has pledged cooperation with the legal process while conducting its own internal investigation. Acting Head of BNPB Data, Information and Communication Center Berton SP Panjaitan confirmed the agency is strengthening governance, integrity, and internal oversight measures in response to the arrests.
The commission has indicated it will release additional details about the case as the investigation progresses. All detained individuals remain subject to legal presumption of innocence pending the completion of the investigation and any subsequent legal proceedings.
