Jakarta Governor Pramono Anung has called on Indonesia's Finance Ministry to accelerate its review of a proposed Rp 3.5 trillion (approximately US$193.6 million) regional bond issuance with a minimum seven-year tenor, planned for 2027 to fund infrastructure development across the capital.
"If a review is being conducted, we will thank the finance minister and ask that it could be expedited," Pramono said at the Bundaran HI MRT Station on Wednesday.
The planned bond issuance represents a landmark initiative, marking the first time a provincial government in Indonesia will tap the capital market through municipal bonds. While regulations enabling such instruments have existed since 2007, with key Financial Services Authority provisions introduced in 2017, no regional government had previously proceeded with an issuance at the provincial level.
Historic timing and fiscal pressures
The bond issuance is scheduled to coincide with Jakarta's 500th anniversary on June 22, 2027, commemorating the historic moment when Islamic commander Fatahillah captured the settlement from Portuguese forces in 1527. The timing reflects both symbolic importance and urgent fiscal necessity.
Jakarta faces significant financial pressures following sharp reductions in central government transfers, which fell from Rp 27.5 trillion in 2025 to Rp 11 trillion in 2026—a decline of Rp 15 trillion that has prompted the search for alternative funding sources.
Governor Pramono emphasized that the proposed bond scheme was designed to ensure creative financing is implemented in a sound and transparent manner, suited to the characteristics of the infrastructure projects being funded.
Infrastructure priorities
The regional bonds will carry a maximum tenor of seven years, with coupon rates to be determined based on financial market conditions at the time of issuance. Proceeds will finance several critical infrastructure projects throughout the capital.
Among the key projects is the LRT Jakarta Phase 1C line connecting Manggarai and Dukuh Atas, spanning 2.4 kilometers with an estimated cost of approximately Rp 2.1 trillion. Construction is planned to begin in early 2027. The line will extend service to Dukuh Atas Station, Jakarta's most integrated transit hub connecting MRT Jakarta, the Airport Rail Link, Commuter Line, LRT Jabodebek, and TransJakarta.

- New schools
- Flood-control retention ponds and polders
- Public housing developments
Regulatory framework and government coordination
The bond issuance operates under Indonesia's Law Number 1 of 2022 concerning Financial Relations between the National and Subnational Governments, which replaced previous legislation and is expected to promote alternative finance instruments for regional governments.
Preparations for the bond issuance continue through close coordination with the central government. The Jakarta administration submitted a support request on June 12, followed by a letter of support from the Coordinating Ministry for Economic Affairs on July 10.
The initiative aligns with Jakarta's broader development strategy as it transitions following the relocation of Indonesia's capital to Nusantara. Government estimates indicate Jakarta requires approximately Rp 561 trillion (around US$34.8 billion) in infrastructure funding to achieve its ambition of becoming one of the world's top 20 global cities by 2045.
The proposed Rp 3.5 trillion bond issuance represents an initial step in diversifying funding sources for the capital's infrastructure development while improving public services as Jakarta enters its sixth century as a major urban center.
